Working in the civil service sector, i see that there are quite a number of bad apples who don't have the basic moral values and cannot uphold integrity when they face problems with their work. This is why you will see news such as falsification of documents to cover up, colluding with suppliers for petty gains etc which should be common sense that it shouldn't even be done by anyone, whether you are a civil servant or not.

From the news it is wise to plead duty (believe the lawyer with all due plan must have advised him to plead guilty). Prosecution gave him charges they cannot prove, so they amended it to something which he cannot deny.
