On a 2003 Express there are also to bolts to remove before the dash vover can be "yanked" loose. The left side bolt also secures the parking brake release handle. The right side is just the dash bolt. Nut driver or long socket will get them pretty easily.

Do not yank off the plastic, there are 2 bolts at the bottom that need to be removed first. Follow this video and you will ruin the plastic trim
