You are assuming each mob that you hit will be hit 3 times before it dies, so that it will be 3 hits X 7 mobs. What if it just deals 3 hits on the boss and it is still not dead? It will then only be 3 hits. Also, did you include the time it will take to travel? The time it takes to jump 7 times would have been like 3 seconds after just 1 LB. Furthermore, LB is by far the best skill to trigger Shock Transition. If you're talking about distance AOE, yes CL wins. But if it's area AOE, LB wins.
Actually, Chain Lightning defeats Lightning Bolt my a long mile in AoE. Remember, the number of jumps increase every 3 levels. So CL at level 11 is hitting for 21 times in total, in a group. If you would like to maximize dps at point-blank AoE, I would suggest Charged Bolt instead. Just my opinion as another Inquisitor.
Single target DPS wise, Chain Lightning wins. Lightning Bolt wins in terms of AOE. You need to get close to maximise the DPS of Lightning Bolt, but Chain Lightning is auto targetted.

they did, its because of the dual ultimates patch. It makes them more useful in parties sense they can heal and summon the ultimate relic.
