If the merchandise is anything to go by, it's both Frieza and Freeza. Although the Manga uses the "Freeza" spelling, but most importantly his name in French is Freezer, so Goku was right.
At first, Team Four Star didn't seem to like HIFL (Home For Infinite Losers). They completely disavowed localization. They made fun of it and used unedited footage. However I think they were finally convinced to bend to fandom and embraced HIFL starting in season three. They have yet to fully explained (at least, one that I have heard) WHY they went with Freeza over Frieza. I honestly think they misspelled it and just decided to roll with it. Merry Christmas!
