if I wanted the program to just give me the highest number that satisfies the first 2 criterias (without the kms_driven), how can I do that?

hi i have question. i have some excel data (got some task from school).. the data filled by people with job title, people levels of education, and jobs-education requirement... the question of my task is how to match it the job title match with its jobs education requirement and people levels of education... ive been struggling with this last 3 days... can you help me with what formula to solve this?
