In my country it's exactly the oposite, if you have time you get out and search for a place where nothing can fall on you, you only shelter in place it there is not enough time to leave (like a tall building) or if the shaking is so intense you might fall while walking. Most places in here dont have that kind of roof tiles however.
Looks to be ok. I suspect she was just outside of where most of the debris hit..barely. She doesnt seem to be laying on the ground when that section of video ends. I cant tell if she is in the doorway at the end
Japan is quite good when it comes to foresight and early warnings. Giving your citizens up to 30 seconds to shelter before the brunt of a large earthquake strikes is amazing!

Japan gets a lot of earthquakes since they're on the ring of fire so they have buildings specifically built to withstand stuff like this
