You can buy prepaid SIM cards in a number of supermarket chains and most electronic chainstores. The problem is that it won't work out of the box, it first has to be activated. In order to do that, you have to go online and typically initiate a video chat with the helpdesk of the phone company to verify your ID (have your passport ready), and tell them an address in Germany where you're staying. For non-EU tourists it might actually be easier to get a SIM card from another EU country where regulations are less strict, and use that while in Germany. Any flat fee you booked on that card will remain valid in Germany thanks to EU roaming regulations. For EU residents just take your domestic SIM.
