ICAC Warrant Arrest

Between May and July of 2021, multiple CyberTips were received by the National Center for Missing and Exploited Children (NCMEC) pertaining internet uploads of child sexual abuse material (CSAM) to multiple Dropbox and Google accounts. NCMEC provided the CyberTips to the Internet Crimes Against Children (ICAC) unit of the Sacramento County Sheriff’s Office for investigative follow-up. The user in common with the accounts appeared to be Corey Jeffrey Johnson. It was determined that Johnson had left California shortly after the CyberTips were received, and he was later determined to be residing in Louisiana and then Texas; however his exact whereabouts were unknown.
The investigation was stalled for over two years and ultimately expected to be closed due to the uniquely strict notification requirements under the California Electronic Communication Privacy Act (CalEPCA) which requires investigators repeatedly request judicial approval to preclude notification of a suspect after their accounts have been searched under a search warrant.
In January of 2024, Johnson was contacted by a Sacramento County Sheriff’s Deputy, and a search warrant was served at a residence where Johnson was temporarily staying. Johnson admitted he was planning on again moving out of California and had only temporarily returned. Johnson was in possession of two cellular telephones. Over 600 videos of CSAM as well as hundreds of images and videos of sexualized children were discovered on the devices. This included CSAM depicting sadomasochistic contact as well as the rape and sodomy of toddler age children.
During a follow-up investigation, it was determined that Johnson had likely had sexual content with a child who was of prepubescent or toddler age at the time of the abuse. Johnson later admitted to sexual penetration of a 3-year-old child.
The Sacramento County District Attorney’s Office has filed charges against Johnson for the possession of a controlled substance (HS 11377(a)) , possession of child pornography (PC 311.11(a)), and lewd or lascivious acts upon a child under 14 by the use of force, violence, duress, menace or fear (PC 288(b)(1)).
Johnson is believed to have stayed with numerous families and had access to numerous children in the Sacramento County area of California, the Iberville Parish area of Louisiana, and the Tarrant County area of Texas. Detectives are seeking the public’s assistance in locating any possible victims that may have been contacted by Johnson. This investigation was a combined effort by the Sacramento County Sheriff’s Office,
Citrus Heights PD, the Sacramento Probation Department, and the ICAC unit of the Sacramento Valley Hi Tech Crimes Task Force.
The ICAC unit of the Sacramento Valley Hi Tech Crimes Task Force investigates crimes relating to the sexual exploitation of children throughout Northern California.
