Twice isn't really evil, he knows what exactly his problem is but society doesn't accept him for his problem, so as he said, crazy people search for crazy people to feel normal. Twice is literally the most realistic character in My Hero Academia because of that way of thinking.

The exchange student in class 1-B doesn't speak Japanese well so Monoma messed with her by whispering something to her for her to tell class 1-A, that was the little bit there

The difference between being #2 and #1 isn't about skill or power. It's about how much people like you. On paper, Endeavor has resolved more cases than All Might, and he's a veteran master of the trade, but people just don't like him much, whereas literally everyone who isn't a villain loves All Might.
im not a 100% sure but i’m pretty sure endeavour wasn’t the #2 most liked hero when you have other more commonly liked heros like hawks and a ton more!
Two things, Twice and Dabi have awesome backstories(no spoilers) and the exchange student in 1-B Pony Tsunetori speaks English when stressed or sometimes randomly. Its a character thing that doesn't translate well in dubs.

On top of it all, his small physique and immunity to the glue gives him extreme mobility by bouncing on the balls. He literally can suffocate you to death with one precise hit. And imagine how embarrassing it would be to suffocate on his nasty sticky balls. Just cause he is an awful comedic character - it doesn't make him the weakest.

The only guy with a worse quirk than his is probably Aoyama's. You got people that can shock at million volts, enough firepower to make huge explosions, freeze entire stadiums, control gravity? hell, even Mino's acid could melt those balls just by touching them, seriously. You really think a ball of bouncy glue is a better quirk than those? I get that ur trying to say he's not useless but you're totally exaggerating the strength of his quirk.
