Without census how can govt discuss for annual budget, census is must according to population annual budget should be increased
It's important to discuss the historical context of India's population growth rate, especially while making North versus South comparisons. The total fertility rate (TFR) of South India was half that of North India around the time of independence. This is a major contributing factor why South has managed to bring down it's TFR sooner than North. If South Indian states have really done better, then it should reflect in the rate at which TFR decreased in the south compared to the North. But nobody talks about that and uses the North versus South thing which gives us zero insights and further creates differences between the two groups in the country.
The decline in population in South have resulted in south getting lesser share of funds. If the constistuencies are also rearranged as per population, this will result in south getting lesser representation. This factor is demotivatiing for any state to try to decrease their population.

TFR of Kerala in 1961 was 5.6 (India 6.3), 1971 was 5.9 (India 6.0), 1981 was 3.1 (India 4.5) and 1991 was 2.1 (India 4.0). A huge decline is clearly visible. Statistics really shows that south Indian states really done better.

I believe that actual reason for not conducting Census is because the freeze on delimitation of boundaries will end in 2026 and then the new constituency boundaries and distribution of lok sabha, rajya sabha and state legislature seats will be increased as per new census and not the earlier one.

Govt has Adhar details of every civilian in India . And Adhar contains birth to death details of a civilian. So India ha s a good advantage. Through it government will do 75% of census.

Govt should pass a law that if somebody makes more than 2 child then he will not get any govt subsidy and scheme benefit. This is important to control population.

The disparity is not just economic, it's socio-economic and has to be addressed somehow. Caste based reservation is one way of doing it.
