Well, depending on their orbits, the delay can be as far as 22 minutes.

Not exactly impossible, just expensive. We would need a much more powerful satellite and rover transmitter. The 8 minute delay would still be there but it could be live and in HD with our current tech. It is just a matter of cost. As usual. In the future it will be cheaper to do.
