A lot of people don’t realize that in the last fight you can’t transform, it instead becomes an ability for you to block. If You use it you can’t be hurt by his projectiles.
You can transform, you can't use the wide slash attack as it gets replaced by the guard command. There are actually two playable Rue modes, the normal one which can strike and slash and the "awakened" one which can strike and guard. The awakened form is actually a lot stronger than normal Rue, if you play as him using a cheat device you will find that he inflicts 100+ damage to most enemies.
I just noticed Valen has a different fate in each scenario. In Mint's he is simply destroyed (along with the Dewprism) whereas in Rue's story he is saperated from the Dewprism and gets sucked ito a dimension but manages to take relic with him. This is the actual canonical fate as Rue's story has the true ending (based on Claire's appearance in the epilogue) so Valen was meant to return in the sequel.
I believe it's just a theme naming Valen had for his dolls. Rue, Ruecian, and Ruenis all have "Rue" in their names. If the sequel was made, you can bet there'd be more dolls with Rue in their name, since it was said there were many made.

I just realized, after all this time, that "Rucien" might be a pronunciation thing from Japan and his real name is "Lucien".
