Dude, to be considered highly urbanized, there should be at least 1500 inhabitants per square km. If you go to east district of lipa, most are farm areas. It's still far to consider lipa as highly urbanised. Try to live in Metro Manila cities so you would know what highly urbanised looks like. Whole Cities that are fully cemented and over crowded. The only urbanized area in lipa is the city proper or poblacion (bayan Ng lipa).

We also have the Uptown area, Tambo area, Marawoy-Levitown area, and LIMA district. Provincial cities tend to have bigger land area anyway. If you're gonna overlay Lipa on Malabon, Pasig, Navotas, and Mandaluyong, Lipa's urban expansion is actually a lot bigger lol. Lipa City is called Little Rome of the Philippines because of churches and religious groups 99.5% of the city population are Roman Catholic there are 49 parishes in all and 23 existing catholic schools, two high school seminaries, three college seminaries, and two pastoral centers. 🙂
