I might be nitpicking a little, but isn't that technically an over centre valve? Counter balance valves work with an internal pilot whereas over centre valves have a pilot from other side of spool. Also with the P port being blocked, are the functions and pump activated off a common power source? Wouldn't want them to be individual as you'll have the pump running over relief for extended periods of time.
