i mean they run free in the game. i've seen cheaters i reported about year ago and they still to this day haven't been vac banned because VAC is outdated anti cheat that can't detect anything new. One of them even makes spam bots that join and leave the match all the time to create chat spam and posts videos of himself cheating with bots. So yea bots and lack of updates aren't the only problems. its also the fact that VAC is so outdated that people can bypass it easily and cheat without worry.

I know it sounds unlikely, but maybe tf2 is being neglected because valve is too busy working on making tf3
