They just buy keys from 3rd party websites. I doubt Funcom is making any money off them at this point. That's why Funcom only care about the PVE community because they buy up all the overpriced bazaar cosmetics and don't complain about exploits.

@Unicorn #1 thing is, the guys making the cheats have better work ethic than Funcom, so they'll always be quick to bypass whatever new limitations are imposed.
