Spain was economically devastated after its Civil War. It could not even feed itself. It could not equip or supply an army. There was no way it could enter WWII. The only thing it could supply to Germany was warm bodies. Even with that, Germany could not afford to equip or supply a major influx of Spanish troops. Franco wasn't brilliant, but he was practical. Even before German catastrophes, Franco could see Germany was not the wave of the future.

I used to hear about how bad Strosner was in Paraguay. Dictator this, dictator that! Then one night in the middle of a blizzard, I was stranded in a hotel unable to go anywhere else. I met a nice couple from Paraguay and the topic came up. I realized how throwing the word "dictator" around, whether true or not, puts in our feeble minds that it's all bad, 100%.
The couple said to me that evening that during his reign, they were safe and never had to fear criminals.
Really put things into perspective for me.
