No and no, since the question revolves around sig figs you have to get it down to the exact 38.5, and for every question your either get the 1 point or get 0, no half points

I was using pen and made my arrrows longer, but idk if they will accept it because the arrows are bigger
I think you should be ok, since they were specifically looking at the length of the arrows.
