The goal is to have it be recorded on set, during the filming. This gives the most natural sound. Sometimes, this isn't possible; a shot set in the rain or on in a loud environment. Sometimes, it's not possible because of general noise on set; a shot that is really close to a freeway, or under the path of an airport. In these cases, ADR is done. The actors go into a sound booth watch the footage of themselves, and try to say their lines in the same way as they acted them.

agar doraemon japanese dub se hindi dub hota hai Delhi mei to translator kon hota hai???? i wanted to know the person name. It means he knows japanese. aur jese korean drama ko korean to hindi or malesian drama ko malesian to hindi ya chinese movies mei chinese to hindi vho saare translators kon hota hai. unke naam chahiye i mean to say hats off to them ki unhone 2seri language sikhi. i wanted to know the translators who translate to hindi from non english/indian language.

Yogi Bhai, South ke film o mein jitni bhi dubbing hoti hai, unme se hero ka character yaa male voice dub karne wale to bahot pechana jata hai, jaise Shanket Mhatre, Rajesh Kava, Shanoor Mirza, Damandeep Singh, Manoj Pandey yaa bollywood actors. Lekin female voices ko koi nahi pehchanta. Maine personally notice kiya hai kuchh voices same hote hai, lekin woh kiski voice hai, naam kya hai woh nahi pata hota. But they shoot at studios/sets already made for that environment so there will not be external noises there.
And secondly you can just remove those noises from original voice using software filters sound engineers can help on that so why to re-dub
