This song is dedicated to Athrun who at that time is her fiancé and she cannot see him because he is too busy with the war and along the way he lost his personality The war changed him. Lacus was always asking when she will see him again and look forward to it. If you analyze they loved each other but yeah they were ripped apart for Kira

Which implied Lacus had moved on from Athrun, and developed affections for Kira.
