Not sure why but my i5 12400f + 4060 8gb vram with 16 gb ddr4 ram and b660 only gives me around 150 in fortnite at 1080p low settings, and around 144 in destiny 2 (only 2 games ive tried yet, recently got a prebuilt) not sure whats going on. I also sometime feel like sometimes the fps spikes up and dont, not sure why or what i did wrong.
This processor is not good for this board. The recommended option is a thirteenth or fourteenth generation i7 or i9. Your processor is the bottleneck in this configuration. Still, thanks for testing.
I don't know on which site you saw that a 12400f or any other i5 was not sufficient for an RTX4060 but it is more than sufficient, if you put an i7 or an i9 with this card it is because it There's a big problem there, you're definitely going to have a bottleneck even in 1080p and I'm not talking to you in 4k.

4060 slightly slower but it's better because nearly half TGP and it is much newer with better features (DLSS 3, now 3.7; FrameGen - it'll improve; RTX Voice, better ReBAR, etc.) and much faster productivity performance, and it's newer so it'll get longer driver support in the future! :D
