Well making a market would obviously help a lot for the food income for the last tiles. But if you take negociation lore, you won't have weaponsmith in case you're getting attacked.
Negociation will probably make you win maximum one month earlier, but you'll be a lot weaker if they attack before.

I saw the title and was like "What that is literally impossible" then i see his team helping him pop 3 feast in 00 lmaoooo.
Why feast before winter so hard? would 3 feast in early to mid 01 be better since you will have a base of everything set up?

For the rush to be effective, you need to reach the power spike the earliest possible. We actually tested before on AI games to see when was the best timing for feast.
On this build, the power spike is getting Glory of the clan and the Gefjun Jar relic. In September 800, i started to work on the relic and did not have glory of the clan yet. So the value of the feast is great. I got the lore in March and the relic in April 801. From this point forward, its snowballing. You get population quicker, you get more income of every resource etc... So i get the Altar early, the stone and everything much faster. Which makes the snowball effect even greater.
In high level ranked game, there is always at least one feast in 800 (around november). Some rush builds make 2 or 3 feasts in the first year. As someone else mentionned in the comments, i could have also build a market and use all my money at the end to buy the last tiles which would have accelerated the build by another month or more.
