I believe it's due to the Old German spelling of "Konrad", that would be spelled something like "Kunrad", which during the language shift couple of hundred of years ago, turned "Kunrad" into "Kunrat" in some German speaking areas, therefore, the short form of "Kunrat" would be "Kurt". However, it could just be that the name of "Kurt" evolved like something similar like you said, because we also have names like "Josef" or "Joseph" that transform into their short variant of "Sepp" or "Seppl" somehow
