The city manager does a great job prioritizing his performance objectives. His objectives are balancing the city budget, the Redistricting Project, completing the firehouses 87 & 88 construction, management of the new police station, and launching the $300M water treatment project. All of this has been accomplished or has been launched. Unlike the accomplishments above, employee feelings are not a key performance indicator for Mr. Evans. Since he has "bigger fish to fry," he can delegate to the Director of HR. Oh, but there was an HR director. In 3 years, 3 HR Directors have walked out.
It appears that the city manager is not mature enough for this job. He is in over his head. I beg the city council to have a FORENSIC audit performed ASAP, pleassssssse.👀
It was the City Manager’s job to investigate the accusations of the employees. That report came out on July 19th or 20th which gave him more than enough time to take action. He didn’t thereby allowing the perpetrators to further retaliate against the employees who gave testimony in the report. Mr. Low was a victim of both the City Manager and his Asst. Mgr. Deidra Jacobs. His hands were tied and other than the handling the day to day function of the mechanical side of water, sewer and mechanical operations, his ability to support his Chief Water Sewer Mechanic was stifled. When you have a licensed and multi certified chief who is responsible for a crew and must give directions to those members of his crew and he not allowed to direct, guide and supervise certain ones, it creates a situation where respect for his authority is loss. When that happens and according to the degree of those employees insubordination, those who are watching oftentimes tend to follow suit. How can you ask a man to lead when you tie his hands behind his back. When upper management won’t support you in disciplinary actions against insubordinate employees but yet you’re held responsible for any failures that can occur. Those citizens and two council members (Lanier and Miller-Anderson who are so adamant about supporting Mr. Evans and Diedre Jacobs don’t give a damn about anything else but protecting them. If they truly are there to improve the City and are representing the residents, they’d be really concerned about the employees and would do what whatever is necessary to resolve the problems. But, they’d rather pretend like the problems aren’t real. How many employees have taken their concerns to the City Manager and Human Resources under the previous Director and their concerns were ignored? Deidra Jacobs is the nucleus of the problems and Mr. Evans knows it. Why he hasn’t dealt with is not known. But something in the milk isn’t clean and rather than him making an effort to find out and fix it he’d rather spoil the entire City. If it is at possible, Mr. Evan is just as dirty as the city’s water supply.
And let me assure you, those employees who gave testimony are not looking for entitlements. They only want to be treated fairly and with the same level of respect those in management demand from them.
