His methods are about setting himself up in positions where he can learn the established order, adapt to it, use whatever he can from it, and then systematically destroy it when he’s done. He’s like Rick in a lot of the dangerous ways, and still like a Morty also in the dangerous ways. It’s fun

The man is just done with all the crap between all Ricks and all Mortys, and wants to clean his hands of all of it. He's unabashedly selfish, self-serving, and more than a little cruel, but his endgame is to basically just chill. Short version? Bad person, bad methods, with a sympathetic endgame.

Evil Morty goes for sheer brutality, seemingly out of spite, despite the fact he could have likely just bailed the moment he enslaved his Rick. Compare that to Freeze, who lost everything and is desperate to save his wife above even himself, or Nox, who does commit plenty of atrocities, but justified it to himself with the idea he'd undo all of it the moment he succeeded. And to further the differences: Evil Morty is literally just trying to be done with the show he's in, and succeeds. Freeze ends up with absolutely nothing in the end, having lost everything time and again, and Nox lost everything to an eldritch cube that seemingly saw fit to screw him over one last time in the end. And both ended accepting their ends, out of sheer broken misery.
Personally that's my kind of villain. The type where if you actually just leave them alone they're probably not going to do anything. But they're motivated by such a brutal, spiteful, cunning that they will make even the hint of messing with their happiness the absolute worst mistake you could ever make. There's a certain panache and style to it.
The fact that the displaced morty population was so high is evil Morty’s fault and presumably part of his plan. The reason the morty population skyrocketed overnight was because “evil Rick’s” compound was liberated and all those shield Morty’s just emigrated to the citadel because they didn’t have Rick’s to go back to. Plus, he literally figured out how to use Rick and Morty blood to make his new yellow portal fluid (implied because yellow is made from red and green in the light spectrum). Was that a necessary component, or just something he really wanted to do? So that’s some pretty next level evil planning.
That also begs the question: how is he going to make more / how is he getting more? Will any blood do? Is he hunting down other people, animals, Ricks or Morties? Is he breeding any of these groups for the purposes of maintaining his own portal fluid reserves? Things get darker and darker still.
I'd expect Rickless Mortys who still have a working universe would just go back to their family, though, like the Rick in the episode claimed they were... But another thing to consider is that we literally see how Mortys are cloned and mass manufactured en-mass by the citadel. Possibly the mass clone trafficking is what contributed to Mortys overpopulating the citadel after Evil Morty's plan was thwarted, and a surplus of Rickless Mortys arrived.
Funny thing. That's literally how D&D 4th edition defines evil. If you consistently put your needs ahead of others even when you know it will lead to those others getting hurt, by D&D 4e rules, you're an evil character. Not saying you have to apply that anywhere else, obviously. I just thought it was neat.
Fun fact - the Council of Ricks are based on the comic book version of the Council of Kangs. So, Marvel has the rights to the originality claim on that one.

One thing you got wrong is that you called Evil Morty a hypocrite. He isn't. Hypocrites are people who don't practice what they preach. Evil Morty never said he would make the Citadel a better place. The other Ricks and Mortys just projected that onto him.
Evil Morty is fully aware that he's a villain. Nothing he does is hypocritical because he never tries to rationalize his behaviour as anything less than self-serving. In fact, when our Morty called him an asshole, Evil Morty said this:
"Well, yeah. I'm not Good Morty."
Evil Morty's the bad guy, he's fully aware that he's the bad guy, and he's totally fine with it. That actually makes him more admirable than 90% of powerful politicians. At least Evil Morty is honest about being a scumbag.
