Well if you want the cheapest and easiest option. I would suggest you to take admission in the MBA program at Thompson Rivers University. It's quite easy to take admission there and u will easily get it since you have the experience.
You can do Pg diploma in Canada. But you have to do 2 pg diplomas because both of these which I am going to tell you are of 1 year each (2 semesters each). So in order to get 3 years work permit after graduation, you have to do two pg diplomas. 1) Machining for manufacturing from Conestoga college 2) Advanced CNC manufacturing. Both of them are good courses and there is high demand for CNC machinists in Canada.

No go for the 2 year program. 1 year programs are only good if you do 2 back to back programs of 1 year and be eligible for 3 year permit. Otherwise if you wanna study a single program then choose either a 16 month or 2 year program

Well first of all wherever you go, college or university, go to the main campus. Since toronto campus is not the main campus. I don't think their teaching of this course would be that good. Its better you ask them if they have seat available in their main campus.

Technically you should get 3 years of pgwp since you studied 12+8 = 20 months. So anyone studying 16 months or more will get 3 years work permit

Sometimes it creates problems in pr processing (although it is rare). No body knows the reason. Nonetheless, you can come and join UCW.

Well first of all wherever you go, college or university, go to the main campus. Since toronto campus is not the main campus. I don't think their teaching of this course would be that good. Its better you ask them if they have seat available in their main campus.
