Hello student, First of all, the matter of Insurance comes under union list. Due to which CENTRAL GOVERNMENT plays important role. Secondly, employer’s contribution should be 3.25% of gross pay in thé insurance of employee covered under this Act. Both are different things. And that establishment which is covered under this act may fall under any region, central Govt., will have direct control over the activities related to this scheme of insurance.
