I think the easiest way to explain it is that he was able to understand that she was quite close to being able to see the truth and needed to be sent on that little journey to help her along. The Buddha had come with such a reputation she probably would of not taken no for an answer.
this story doesn't come from the suttas; not to say it's completely false but not as authentic perhaps as the suttas the buddha would not have ever lied as a skillful means, it was impossible for him to tell a deliberate lie as an arahant if it ever looks like the buddha lied, compare the story to the suttas

But then why did he say "Yes, I can save him?" I dont understand this part of the symbolic as it just sounds like a "lie".
