I think one way to stop (or at least cut down) on the riots is impound the busses that carry these imbeciles to the riot area.
I’m sure “crossing a State line with the intention to do harm” could be used as a reason. Then we may see how easy it is for the bus companies to refuse to take a charter they deem ‘dangerous’. Busses are Federally regulated and there are many other reasons unsafe trips can be cancelled, specially after the deed is done and they are ready for the trip back.
