@Paul Tuiono-Maumalanga That he did, but by the looks of things there was enough internal struggle in L'manberg that if they weren't beseiged, then the nation would destroy itself from within. History IRL dictates that any nation that exists on conflicting values is a nation that eventually falls.
To be fair, it's not like Techno would let himself get bossed around by some homeless guy After The Favor's Already Cashed In, y'know? He was pretty ride or die with Tommy pre-betrayal, so I think even if Dream had cashed it in at the portal that wouldn't really stop Techno from going after or potentially arming other people to go after if him not coming to save Tommy was specified in the terms of the favor.
That was more of a Threat than anything. He dared him, because he knew he could get Tommy back.
Not only would that have freed him from the favor he owes, but he'd also have a pretty good excuse to help tommy get his discs back. Which he had promised to do, pre-betrayal.
