Some locomotives including 4 slugs, 3 gp38ac's, an sd9, 3 sd75m's, 5 sd45-2's, 2 sw1500's, 2 gp30u's, and an sd40-2 as of recently got taken out of here

Can you actually legally walk around these engines? Or is it guarded heavily?
Also do you need some kind of permission to walk around them?
