No they don't. They are tubeless wheels, hence the raised section in the middle of the wheel for the spokes, and the rubber pull in valve. If a bike you have seen has tubes, then someone has put them in as they probably got a puncture and didn't want to buy new tyres.
I have this bike, I'm in Australia bags are $399 retail and are great quality. Very easy to fit as well

How about ground clearance? It is same with heritage? I'm 182cm and 100kg, tried heritage but fell a bit cramp for me..
