Restaurants are closed on Monday because usually we rarely go there. We usually just get foods on the streets (and it tastes better and cheaper). Batam is stated as "Industrial city" as there are many of industries located here. Tourists locations are rare here. I suggest do shopping or spa here, it costs way WAY cheaper than on Singapore.
Hi, been a few years since I was in Batam (2016) but there are many American, European and Singaporean businesses there that are involved in manufacturing and the oil and gas industry. As such there are actually (or was) quite a sizeable expat community. Although I wasn't based on the island I spent enough time there to see most of it. If you saw the reservoir in the centre of the island you wouldn't drink the water either. Apart from being a "cheap" alternative to Singapore there isn't much to do there.
Well, I can't really answer this for you, each person has their own likes and dislikes. We enjoyed it. Sure, it's not a destination of the year, but as a quick weekend getaway is good enough.

Waste everywhere. On the beaches, the rivers, everywhere plastic.
You need only go to most expensive resort hotels, nothing else can you get on the cheapest part of the island , do not be hypocrite, that is all !
