The citations are pre-numbered, and they'd have to explain why one of their citations is missing. Of course they don't want to have to admit they made a mistake or decided to be nice to someone. So they take the lazy, callous way out.
That's absurd that performance is dictated on how many citations they can issue basically they're coerced into writing tickets they otherwise wouldn't. Going downtown in just ablut any major city sucks for this reason.

It has nothing to do with length of time... it has everything to do with generating revenue. I could sit there and feed the meter on my car on time over and over and over and be there all day. The reason any enforcement officer gets upset... is because, while they like generating revenue on a smaller scale... they'd prefer to catch people so they can generate much larger amounts... they want people to park their too long... they want them to forget to feed the meter... because that is more money generated in fines.

I work parking enforcement for the finance department in my town. I’ve seen the statements, we actually bring in way more revenue from our meters than our tickets. How you ask? Simple. There are more meters than parking enforcement officers. And most people do feed the meters believe it or not. And the accumulation of all those meters greatly outweighs the amount of tickets we write. There is no “extortion” involved. The reason we write tickets is to ensure that people don’t sit in one spot all day and give a fair chance to other tourists/visitors/workers to a legal parking spot. Hope this clears the fog from your clouded mind.

Meter enforcement officers have an 8 ticket an hour quota. L.A. County has nearly a billion dollar fiscal budget based on Parking Tickets...tickets that haven't even been written yet.. The ACLU has been at odds with L.A. County for a few decades now over the issue. I lived in L.A. for 15 years and I would pay several hundred dollars a year, in parking tickets.. It's nearly impossible to avoid them.. the parking signage is incredibly vague sometimes and hard to interpret, and often times has conflicting verbiage.

You are allowed a reasonable amount of time to pay the meter before you leave your parked vehicle and run your errands. Duh!!! The cop made a very reasonable point. If a cop comes up to a red meter and starts issuing a ticket, putting coins in the red meter will not stop the ticket from being issued. You have to pay the meter BEFORE the ticket is issued.

It has nothing to do with length of time... it has everything to do with generating revenue. I could sit there and feed the meter on my car on time over and over and over and be there all day. The reason any enforcement officer gets upset... is because, while they like generating revenue on a smaller scale... they'd prefer to catch people so they can generate much larger amounts... they want people to park their too long... they want them to forget to feed the meter... because that is more money generated in fines.

I work parking enforcement for the finance department in my town. I’ve seen the statements, we actually bring in way more revenue from our meters than our tickets. How you ask? Simple. There are more meters than parking enforcement officers. And most people do feed the meters believe it or not. And the accumulation of all those meters greatly outweighs the amount of tickets we write. There is no “extortion” involved. The reason we write tickets is to ensure that people don’t sit in one spot all day and give a fair chance to other tourists/visitors/workers to a legal parking spot.

Meter enforcement officers have an 8 ticket an hour quota. L.A. County has nearly a billion dollar fiscal budget based on Parking Tickets...tickets that haven't even been written yet.. The ACLU has been at odds with L.A. County for a few decades now over the issue. I lived in L.A. for 15 years and I would pay several hundred dollars a year, in parking tickets.. It's nearly impossible to avoid them.. the parking signage is incredibly vague sometimes and hard to interpret, and often times has conflicting verbiage.
R Christian Wooley , New York City has a similar playbook, only worse. I once had to pay $350 to get my car out of NYPD tow pound on account of one of those confusing, no parking signs. When I got my car, there was a $150 ticket on the windshield. They got me for $500 in one incident!😡😡😡

Every morning at runyon canyon hiking trail at the Mulholland dr entrance cars or not only being ticketed at $90.00 a pop then towed by the city for an additional $385.00 a total of nearly $500.00 a total scam. The city closed the parking lot leaving clueless tourist looking for parking .... A total money grab for the city. I once witnessed 20 cars being towed, it was a Saturday morning. .....stay safe good citizen!!

Until he writes the ticket on the vehicle, it's not a violation. You can't say if he sees two expired meters. they both are violations and are his to ticket. If that was the case, he could claim he walked the whole block and counted the red meters first, then go back and ticket them one by one.

That's what they always say whenever they do something like installing a camera at the traffic light or more meters. It is never about stopping the violators but always with revenue. In other word, these are basically scams to steal people's hard-earned money.

Cops have backup because innocent situations aren't always the case. Also a parking violation is like any other finable offence just cuz the person issuing the ticket hasn't walked up to the vehicle to write the ticket doesn't mean the offense never happened. If they see it was red it was red.Just like if you run a red light a traffic cam can issue you a ticket well after you did it.

I agree with the cop that the meters exist for a reason. Although it’s cool that you’re preventing tickets, it’s defeating the purpose of the meter. It’s so the cars can leave and another car can park there. Otherwise, it’s the same 10 cars on a street and no one else can find parking. This is an example of a win-lose good deed. Unless a win-win, where everyone benefits, this deed only benefits the person violating their parking terms.
