Well, regarding that report that you pointed out as racist. It's a little more complicated than that. Germany has a history of having pretty good swimming skills taught to kids and thus we have these pools with waves etc that can be very dangerous to people that cannot swim very well. Unfortunately it is factually true that a large part of people from countries cannot swim well at all. For comparison sake about 90% of Germans can swim, but only about 48% of men in South Asia can swim and only 22% of women in South Asia can swim. Even thouse that can swim often have a lower proficiency than Europeans. Which is not really their fault. If you are from a poor community you don't have the same privileges to learn these things, because you gotta worry more about making money for basic necessities. The reason why it's considered a problem is, because Germany is the second most populat immigration destination in the world after the USA and we get predominantly people from these areas of the world with lower proficiency in swimming. This is massively dangerous because they might be used to less deep pool with no wave mechanics and they assume they can just go in to German pools no problem, and it causes a lot of near drownings and accidents. The lifeguards absolutely hate it, because they are responsible for the safety of everyone and people that overestimate their skills can easily drown. This is terrible for everyone involved and a massive problem. There is a general problem with swimming pools and migrants as well, as many of them come from countries with less women's rights and seeing women in Bikinis or topless is a problem for them and we have a lot of problems with that every summer. Some pools had to put up barbed wires on their fences and hire permanent security. This has led to some actual serious cases of sexual assault and a massive wave of anti-immigrant sentiment. Pools are a big thing regarding people arguing that migration has made our society worse and that immigration is more changing our culture to the immigrants culture than immigrants adapting to ours. How serious or true it is nobody knows anymore due to the sheer amount of online propaganda and censorship, but Germany has a big issue with it. It's always a fine line here between factual criticism of the immigration system and blatant stupid racism. It just generally sucks, especially for the migrants that come here, integrate, work hard and get lumped in with the actual problem causers.
Yeah in Germany saying you cant swim is like saying you cant read. My father thaught me swimming as soon as I could walk. Espeacially im the Netherlands swimming lessons in full clothing are mandatory.

The report which said, that many immigrants cant swim, isnt racist, its just facts. Not every schoolkid in Syria or Afghanistan had regular acess to pools to learn it! :( They dont know a lot about the dangers too, so it easily happens that they drown . I heared of a tragic case in Bavaria where two african migrants drowned in a lake, because one tripped while walking along the lakeshore which was steep, muddy and directly deep, the other one tried to save him while both wore thick winter chlothes. both sadly drowned. somebody familiar with the dangers of drowning and wettness, would probably at least pull their chlothes of before attempting to save the other person.....at least jacket and boots.. also, often parents who cant swim themselfs, let their kids bath unattended, be it in pools with lifeguards or lakes, when something bad happens, often they all need rescue because the not swimready adults try to save the kid in danger, and endanger themselfs. i think, we try so hard not to appear racist, that mentioning simple facts is often already to much to not be racist. But we need to acknowledge the facts, so we can make stuff better, and prevent people from drowning, for example by offering payed swimclass for not only the kids, but also the parents, and female only bathdays for those who feel uncomfortable learning with mixed genders around the pool. I think the narrator was perfectly on the fact side, with no undertone what so ever. the interviewer of course is another question, he asked with a voice which implied already to make fun of the fact he nearly drowned. Well, the guy trying to interview the camper in the traffic jam should have seen it coming for a number of reasons. 1. Austria has you pay a lot of toll money for using their highways (you have to buy a sticker to use it), while Austrians can use the german Autobahn for free. When Germany wanted to introduce similar tolls, Austria sued... 2. It is obvious that work on the main highways is mostly done during the vacation times in Germany, because they want to make it less attractive for vacation traffic. So the road you pay for to get to your vacation destination (often in Austria...) is full of construction sites. 3. When it's hot in summer, or a lot of traffic (due to vacation...) they lower the speed limit for the main vacation routes, so you can't go fast on the road you payed for so you can go fast... 4. (on top of the others I think this is the main reason for his reaction here) During traffic jams or high traffic during vacation times Austria closes its highway exits for through traffic (anyone but those with their final destination right there...others get heavily fined) so the people stuck in the congested, slow, expensive roads full of construction sites can not avoid the traffic by going around it on the smaller roads. --> That is why this guy is standing there instead of getting closer to his vacation destination, and why he reacts as he first did. ---> So when the reporter tells him that "it's his own fault for standing in the traffic jam", I was more surprised he didn't strait punch off the reporters head. Most of this stuff is funny because the dudes in the videos are saying what they are saying in this particular way they are saying it. And a lot of seemingly funny vids and memes have a backstory that is mostly known in our German meme-culture, which sometimes brings out the deep black german humor about live and bad situations plus time, which equals laughter. Mostly. Haha.

i think, we try so hard not to appear racist, that mentioning simple facts is often already to much to not be racist.
But we need to acknowledge the facts, so we can make stuff better,
and prevent people from drowning,
for example by offering payed swimclass for not only the kids, but also the parents, and female only bathdays for those who feel uncomfortable learning with mixed genders around the pool.
Because its important to save lives, that people learn to swim, so in case they need it, they wont drown while saving themselfs or somebody else.
we have alot water in germany, shores, lakes, rivers, pools.. many opportunities where a simple wrong step can let you fall into the water...

these reports live, from the contrast of the really dry factual talking narrator, and the interviewer highlighting people who simply have something funny or shocking in their answers.
they often interview hundreds of people and of course take the footage with the most potential to entertain.

if they follow the police around, visit a jail, or wherever these spiegel tv reporters appear.. like here in the public pool. they aim to make fun of everyone and everything the audience possibly could find entertaining.

Well, the guy trying to interview the camper in the traffic jam should have seen it coming for a number of reasons.
1. Austria has you pay a lot of toll money for using their highways (you have to buy a sticker to use it), while Austrians can use the german Autobahn for free. When Germany wanted to introduce similar tolls, Austria sued...
2. It is obvious that work on the main highways is mostly done during the vacation times in Germany, because they want to make it less attractive for vacation traffic. So the road you pay for to get to your vacation destination (often in Austria...) is full of construction sites.
3. When it's hot in summer, or a lot of traffic (due to vacation...) they lower the speed limit for the main vacation routes, so you can't go fast on the road you payed for so you can go fast...
4. (on top of the others I think this is the main reason for his reaction here) During traffic jams or high traffic during vacation times Austria closes its highway exits for through traffic (anyone but those with their final destination right there...others get heavily fined) so the people stuck in the congested, slow, expensive roads full of construction sites can not avoid the traffic by going around it on the smaller roads.
--> That is why this guy is standing there instead of getting closer to his vacation destination, and why he reacts as he first did.

Because the relevant minister was stupid and wanted different tolls for citizens and non-citizens. That's not legal in the EU. He tried to mask it by having Germans compensated from their car tax, but the mask was shallow enough that the courts didn't buy it. Everybody predicted that outcome, but the minister was too stubborn. Or maybe for him, the whole point was really treating Germans differently, so he didn't even try another method. I don't know.
As for works during vacation - I'd say that the extremely obvious reason is that there's a lot less traffic during those times (tourist traffic is only at the start and the end, and many fewer people drive for business reasons).
