there might be licensing issues to deal with but once that gets through, we might be able to have this collab happen in global. Even if there wasn't any issues related to licensing and copyright, There's still a 3 month delay between Chinese and Global servers. hope this helps.

That being said, it's not like KFC can't exist in the world of PtN. It's fundamentally based on our own world, and there's absolutely fast food places in the world of PtN.
KFC does those collabs a lot in China and they pretty much never make it over, because they're always in-store promotions, and there's no way western KFCs are going to get much out promoting niche gacha games. If Genshin couldn't make it happen then PtN never had a chance. It doesn't really mean anything for these game only crossovers. Especially when you consider Jojo is a very popular Japanese IP. They're not going to pass up releasing a collab like this in Japan, which means we'll get it by extension.
