We need to increase the fines in the bus lane. Disregarding Traffic Signs is pretty cheap. Edit: we need to have the NCAP back but we need a place of adjudication, somewhere you can contest tickets.
Since IAct are the ones doing the apprehension, the license will be confiscated and they will be required to attend a seminar before they could get the license back.

Best one I have seen was not in MM. I was on the back dirt mountain roads on Dinagat Island going from San Jose to Tubajon on the back of a single. At 2 am we here a siren coming toward us, expecting police or such. Nope it was 2 SUVs escorting a 3rd SUV. Lights and sirens going full blast in the middle of no where. Just another Filipino ( politician?) who thinks he is more important than he really is was my guess.
If you can afford to spend almost 1M piso on a nice car, a simple 2,000 piso fine ain't gonna worry you. Suspend their licence for 6 to 12 months or even maybe longer, that will make them think twice before doing it again. As an Australian driving in the Philippines I follow and obey the road rules. I even get abused by the cars behind me for stopping at pedestrian crossings Salamat po.

It should be a percentage of the car cost. Like 5% if its a 1m car, 50k fine, if its a 70k bike, 3.5k if its a 5m car, 250k fine
