Any arduino and a small speaker make a dirt cheap cpo and with a little additional code a simple keyer.

I built my first code practice oscillator from parts I scavenged fro a Radio Shack FM band superregenerative receiver. I still have that coo and I completed an old Motorola cpo kit and chassised it.
