I think in Laird's shoes, the Basic Movement first half in the International Rumba - the first 3 steps - are this - 1st step - forward with a delayed check action going towards the back on lead foot - 2nd step - step back in place ball-flat on trail foot, and 3rd step - side L:on front foot - while at the same time, the back foot assumes an inside-edge of ball from toe line to leg line assuming eventually a delayed straight leg position. Also - on step 1 and on step 3, ball-flat also too.
So in the part of the "Hockey Stick" where the follower does the walk and then the sudden turn afterwards to the L to face the leader, I would count this something like "3 uh........." - first half of 3, thinking 16th notes here, where the "3" is the actual walk leading to the quick turn - and the "uh" (or the 2nd 16th of the 3rd beat) represents the rest of the body turning and ending the turn facing the partner again. Obviously - a follower cannot step and turn exactly on the first 16th note at the end of the Hockey Stick, so I had to make a compromised timing here that still works. You will still be on time to the rumba music - but you have to allow for the follower to turn easily.
