Ok so I think I found Information I needed, and this guide is missing - offerings will start drop AFTER you finish the Undercity questline so do it ASAP.

How to get tributes? Do I need to go first time without a tribute and It will drop as a reward?
how to target farm tributes? lol, i'm waliking the whole undercity everytime and killing everything, but i can't find the goblin
I'm not sure if you can target farm them. I did get a tribute from a whisper cache yesterday though
