150 seconds seems like a very tall order for 400 ml 13 °C water, even indoors, unless with a caldera cone and heatsink on the pot, but that's not the focus of the challenge. best of luck!
Not enough oxygen. It looks like a large diffusion flame. The flames need to be more and separated, to increase area that contacts air. Maybe provide air from the inside of the stove too.

Maybe a sleeve with a gap that goes around the burner like a insulated cup so the flame draws extra oxygen up to compensate for the extra holes !
