I think that Scorpion looking gun (Buket S2) is much better gun than AK, because it have better penetration. And better penetration is always better in this game.

Yeah, AK doesn't feel like a good gun after the first couple missions. On normal difficulty it might carry you a bit further, but on Veteran it penetrates and handles poorly.
