It's only too hot for those grossly overweight, out of shape and used to aircon. Aircon makes people less able to adapt. There are higher elevations that are cooler and also areas with cooler micro climates. Baguio in northern Luzon is like a Mediterranean climate. Lipa city where my wife is from is the third coolest area. It does get to 40c in heat waves, but mostly steady 30c in the drier season. In the wet season it's mid to upper 20s and at night it drops to lower 10s. For us normal healthy guys it's definitely not too hot. Africa was too hot with its 50c.
