Speed Garage was the media's term for 4/4 UK Garage back in 97 when it went overground. It's was basically a US Garage beat with a D&B baseline. Over time it became more soulful & vocal so all 4/4 Garage was kept under the same name. 2 step can be anything from 128 to 136 bpm. Pre 2000 it was mainly 132 and a nice bpm to work with because it holds more of a groove than say 135. 2 step used elements of breakbeat in beats but it's the D&B producers who started doing breakbeat ukg (i.e. Zinc)
i used to love waking up on a weekend morning back in year 2000 summertime after a heavy night of dancing to 2 step, switch on radio 1 and listen to spooney i miss those crazy hazy days

I can't understand the logic in trying to defend what's the right music, and which artist is the right one to listen to. @SmoothKriminal81 what defines a 2 step beat is that there's a waiting feeling between the 3rd and 4th beat, usually by placing the kick somewhere other than the 3 beat. it has a lot to do with the tempo

i make 2step myself and i can tell you its mostly to do with the open hihat its much higher pitch but then again i dont make speed garage so i can't compare much beyond that speed garage has more of a hard house feeling maybe? in anycase it still is pretty hard to describe.
to add on to what i said, its also the rhythmn of the drumbeat because the basslines are relatively similar but the kick drum is banging every beat in conventional garage but then 2step is more comparable to breakbeat like someone said earlier or DnB sorry to spam couldn't fit it and thought of it all seperately
