Not in Australia you can’t, bull bars must be compliant and the lights do not protrude from the bars, they’re not allowed on top of the bars, so you’re inaccurate.

I was a young teenager or 12 or so when the Corvette stopped using the pop-up headlights. That became one of my favorite features of the car and I was telling my dad that I shouldn't have got rid of him and when he told me why or whatever I was thinking they could just slide back in to have at least the movement of the headlight function pretty much just how this car in this video does. It's really cool to see that it came to be so in any car at all. I just figured it wasn't impossible wouldn't take too much material but who knows, I do love to see it in real life though.
Check out the hidden headlights on a 1968 Oldsmobile Toronado. They just used a hinged piece of grill that covered the lights when off and rotated out of the way when on. I'm not sure of the mechanism, but I imagine it was either a motor with limit switches at the up and down positions or perhaps a solenoid operated vacuum driven actuator.
Even if I could, I would never own a Ferrari, but I will have to give them credit where credit is due. I like that feature. That is probably one of the coolest alternative designs to headlights I’ve seen in years.

Kinda rich considering they're all for the 40 foot high trucks with the front end as wide as a billboard which are much more harmful to pedestrians.

Seems that you could just leave that cover off and not change the look very much at all. It may even look cleaner without that gap it has when closed. I would take it off and store it away if I had one, probably cost 10k if it stops opening and closing correctly.
Personally I thought it looked better with the light cover up, the covers look like a bad aftermarket addition. When the cover is closed it doesn't look closed, it just looks like the mechanism stopped working halfway.

I find it really interesting how the general consensus is that modern cars with motors on headlights are terrible abominations, while old cars with motors on headlights are the pinnacle of automotive design

Pretty sure, in America at least, law states that nothing on the front of the car can move. That clearly moves. It wasn't just pop ups that were banned. All hidden lights were including ones like on old Camaro hide away lights in the grill and many other cars. It wasn't just the ones that protrude from the body.
