If you were to cool the solar panels with a refrigerant or appropriate working fluid the heat could be used to evaporate water for destalinization or preheat the feed water. This also would reduce wear and tear on solar panels by decreasing temperatures, this could also be used on solar panels on lakes to use the cool lake water to power a heat pump.
Place this on a barge in the ocean connected to other barges with hydraulic rams you could capture wave energy, place the heat pump cooled solar panels on the barge and you have a massive power generator. Add OTEC (oceanic thermal energy conversion) where appropriate and perhaps produce hydrogen in the deep ocean so when it is converted into electricity on shore you also have a clean water source.
Excellent use of technology. They could also use gabions to harvest the scare rainfall provided the shifting sands dont cover them up and permiculture to trap moisture in the soil.

Commercial thermal collectors are well over 80% efficient, while commercial PV units are usually under 20%, high-end experimental units, at OPTIMAL conditions, approach a level of 40% efficiency. Which is still roughly two times less than thermal collectors, which are still considerably cheaper. I mean, these are REALLY cheap as compared to PV. And regarding chemical residue - well, thermal distillation can be performed twice, (even three times), and still be more space-efficient, and money-efficient than RO.

Which is understandable when you factor in the very high temperatures and pressures required to create a system that create electricity from the steam required. The problem with desalination is the waste product which is brine that's 2 to 3 times more salt Laden that straight sea water ,reverse osmosis waste water taken from the clean city water we drink is foul smelling foul tasting with 300 to 500 ppm of metals ,now imagine the waste water from desalination being 3,000 to 5,000 ppm metals being pumped directly back into our oceans . The ONLY way to utilize desalination without killing ocean life is to create massive leach pits in uninhabitable desert areas & allow the brine to evaporate ,then disposing of the solids in a landfill .

What do you mean as far as producing pollution. If you are using coal to energy production of air pollution then that depends on how much energy is needed to produce the solar panels, but by producing solar panels and using them you are creating more clean energy and less coal is needed to burn thereby producing less pollution. Its a long term to solution to lowering pollution. As far as the length in time of solar panels depends on the heat and length of time in that temperature the solar panels will effect the efficiency of the solar panels. But again with less global warming its possible the solar panels will have less heat and last longer. Another possibility is solar panels could have heat sinks under them and reduce the amount heat they get or they could be water cooled and extend their lifetime. Still we don't know whats in store as to the new advances in solar power that we have yet to see nor do we know the advances we will have in recycling of the de commissioned panels. Coal, fossil fuel, and natural gas are all forms of organic matter infused with solar energy over varying lengths of time as well as varying pressures. Eventually these forms of energy will run out. Solar power from the fusion reaction of hydrogen to helium in the sun will last a much longer time.

Here is a great way to reuse salt from desalination....bag it then ship to snow regions of the country for road use during icy winter months..
