The big steam engine was in steam at the start of the video so it suggests the railway intended to use it on at least some trains that day. Maybe you were unlucky and there was a technical fault with it at the time you visited. Also some steam railways substitute diesel locomotives in very hot, dry weather, when there's an increased fire risk. They try to minimise that though usually as the general public definitely prefer steam, although if there's a long spell of dry weather they can have little choice. One tourist railroad in Colorado, USA had to pay $20m damages last year after one of their locos started a huge wildfire in 2018. The settlement also forced them to limit their use of coal powered locomotives. Luckily, they can convert steam locos to burn oil instead, and I think the US line already has some oil burners. Oil is much less of a fire risk as there are usually no sparks and cinders involved.

Very possible, but still a scam, never ever, not even once, do they mention the diesel locos, neither on their website nor on their brochures.
