Without a doubt, Alan Tudyk. He showed off a more serious Green Arrow in Young Justice, especially in Season 2 with the revelation about Speedy's true identity. But Injustice: Gods Among Us and Injustice 2 gave him a chance to bring some much needed humor to the role, while also adding a sense of morality that made him a key early casulity in the story. It helps that in Injustice 2 he has great chemistry with Vanessa Marhsall's Black Canary. Stephen Amell was okay for the Arrow skin in Injustice: Gods Among Us and Lego Batman 3, but I find his Arrow take to be too much of a knock-off of Christian Bale's Batman, right down to the "I don't have to kill you" part. Neal McDonough impersonates Stephen well without having to sound unnecessarily gruff. Kin Shirner's take got better as Justice League Unlimited went on and his Green Arrow became a seasoned member, especially by the time of "Double Date". And Robin Atkin Downes voiced an elderly Oliver well in "The Dark Knight Returns".
My rankings so far:- 1) Alan Tudyk (was there any doubt?) 2) Kin Shriner 3) Robin Atkin Downes 4) Stephen Amell (he has massively improved, but he's still not classic Green Arrow)

For me it's Justin Hartley the modulator was just enough to disquise his voice while still letting him act. Not to mention that he was awesome in the role regardless
