do away with immigrates working on farms then allowing good behavior inmates from prisons that are only facing small sentences let them work but the money that they make goes to their families!!!
you need , work farms, no cell phone, no communal visits, WORK, from 6 am until 5 pm, teach these inmates to be responsible for their actions, with labor leaders of the county sheriff's department walking and talking with these folks during the day
