Ramly burger made beef patties in the beginning. It didn't sell as much. Even back then, burgers were seen as western cuisine and not part of daily meals. They realized there were people providing buns and other parts that made a burger, it wasn't as readily available. So they encouraged young entrepreneurs to open stalls by giving them a model for them to copy and supplying them with all the ingredients. The most popular locations were in front of 7-11s. The shops provided drinks while they provided food. The 7-11 didn't mind because it resulted in people coming to the store at all hours for burger and drinks

The company was founded by Dato’ Dr. Haji Ramly Mokni and Datin Hajjah Shala Siah Abdul Manap in 1984, with the aim of developing a clean and good-quality halal Western fast-food chain in Malaysia. Ramly started a business selling burgers with his wife from street food stalls in 1979. While working as a butcher in a market, he discovered that it is unknown whether most fresh-meat sources were halal or not, leading to Ramly's decision to produce a halal-certified meat source, hygienic and quality products for all Muslim and non Muslim consumers in Malaysia. They also have a chain of fast food restaurants but not as many as McDonalds restaurants.
